choke is my guess to test give it some air by holding choke plate open a little see if that helps to start. and it might not be opening all the way when warm.
I adjusted mine to stay open a crack beacause it was all the way closed to start and not enough air getting to it. Middle of july boat in sun i dont even think i needed choke for first start,after warm it should stay open but i was fishing and would run short spurts never opened up fully.

I think some checking and adjusting the choke may solve the cold nature of your start problems.
Is it the electric choke or heat tube?

not sure...

again it seems the boat is down on power

went 37 mph GPS in my 170 four winns horizon, 22 pitch 4 blade SS prop, 4200 RPMS at WOT, two of my buddies and me (Each ~210 lbs) and a full tank of gas...the engine says on it 4200-4600 WOT RPMS recomended, so im in that range already.... is it safe to run it at 4600 RPMS for an extended period of time? (30 mins or so) ????

also the idle is TERRIBLE until its almost all the way warm,needs to be warmed up for atleast 5 minutes... it will die when trying to shift. Idle is at ~650 RPMS, i dont want to go any higher and ruin the gears when shifting.

You shouldn't run WOT for more than a few minutes. WOT for 30 minutes would be rough on the engine, and even worse on the outdrive.

Running it at 4600 will not hurt it. With the engine cold pull the cover off and look to see if the choke is open or closed. Sounds like the choke is not working.
Also as Don asked,When was the last full tune up?
Timing and dwell set,plugs,wires,cap,rotor,points,condensor,ect....

i put a new cap/rotor/plugs on it every season, at "summerization", and follow Don's "winterization" in in addition to anything else the OEM volvo penta manual instructs me to do.

DO i have points on my dizzy???? i have no clue about these GM motors, if this was a ford 5.0 hydro roller motor with EFI i'd have zero questions ;-)

I have a three liter merc that had the same problem with the hard starts and a dead spot half way through the trottle up. Would not idle for nothing when it was cold, until a friend of mine told me to try his msd ignition. It was like night and day for me.
