How difficult a project is this? Is it just a matter of replacing some gaskets and seals and possibly a motor or does this require specialized tools and wherewithall and better left for the pro?

....also since I have a 1991 200 evinrude parts motor as well can I swap this T/T (after a rebuild) to the 98 225. This looks the same and is in better physical condition than the 225.

MAybe a spannerwrench, a factory manual from www.kencook.com
the hardest thing is getting it off the bracket first.

salty, I was able to buy a complete oring and seal kit for my '98 Johnny 150HP at a dealer for about $50. I only replaced the seals that were leaking on the tilt ram and piston, but it solved the leak. You will need a spanner to disassemble the trim and tilt rams.
