rebuilt 90 horse Johnny

I have a rebuilt 82 90 horse johnny. Primer bulb won't pump up hard (once in a while it will). Unplugged it from the engine connection still no luck. Fuel lines? Bulb? Also engine runs great but is starting to do the thing it did before rebuild... go to WOT and it 'bogs' for a bit and then opens up. I'm thinking it's starving a bit? Any thoughts?

Replace the primer bulb. Sounds like the check valves aren't sealing.
