I don't know about the starter on your Mercury, but I have had a couple of small motors with recoil starter dogs that weren't engaging and it was a simple matter of lubrication. Squirt some oil around the dogs and make sure that they extend easily when the rope is pulled slowly outward. Good luck.

Hi Barefoot
It kind of sounds like you may have put something back together upside down or backwards.

If you are still having problem I have just cured the same problem.

1. The position of washers: small flat round one goes between top of spring cover and housing.
2. The cupped washer has open end towards the dogs, closed side towards spring, and the crinkled sprung washer sits on the open cupped washer.
3. The dogs rest (round side) to the cupped washer. The flat side points outwards and engages with the flywheel extension.
4. The cover activating plate fits such that as it is turned it pushes the dogs out.
5. Cord is wound anticlock, looking at the dog plate.
6. Bolt should fit in and be a flush finish with the dog plate.
7. Fit it into the housing, going upwards, so it doesn't all fall apart.
8. Tighten spring, slide retaining washer on and tighten carefully. As soon as you can no longer turn starter loosen off a fraction and keep loosening until just gripping.

When you pull the cord now the cover plate should move slower and open the dogs. If it does it should catch and turn the engine.

If there is wear within the components you may have to "flick" the cord to ensure the dogs open enough to catch. I am working on this bit. But aas long as I give a r/h fast flick I hear the dogs open and engage, keeping tension on and pulling fast the engine starts.

Hope this helps.
reefer_31
