Well I think I done screwed up. After buttoning everything up after a longblock rebuild, I found this piece amongst the parts returned to me by the machine shop that performed the rebuild:

It's quite obviously keyed to fit over my crankshaft and I'm assuming it's the reluctor ring as represented by part #23 here:

My service manual makes absolutely no mention of the reluctor ring... even in the section detailing removal/installation of the crankshaft. It goes right from removal of the timing chain gear cover to removal of the camshaft and crankshaft sprockets. Clearly one would need to remove/install the reluctor ring with the special tool before removing/installing the crankshaft sprocket and yet there is no mention of it. That's why I missed it while bolting everything back together by the books using the service manual I ordered directly from MercuryMarine's website using my engine's serial number.
My initial thought was that maybe it's just part of a rebuild kit that the machine shop purchases for a 4.3l gm engine and that it's applicable to the truck engines but not the boat engines; and that they just threw it in the box along with the gasket kit and new oil pump (which was awesome of them to do). The problem is I know I have a camshaft position sensor that plugs into the timing cover and that the sensor would be pretty useless without the reluctor ring. I guess it's possible, although highly improbable, that the sensor is just a place holder and isn't actually utilized. Is this sensor used to measure my RPMs?
Before I rip the front apart again, I just want to make 100% sure that the reluctor ring is for my application and that I need to install it. I also don't feel like spending the big bucks on the tool to install it. Any suggestions on that?
