I have an old remote control 37580A1/A2, the parts link is

When running in a wave, the throttle will become slow if I don't keep pushing the handle. I am trying to find the friction adjustment in the control but can not find one. Any one familiar with this can give some suggestions please?
For the steering questions.
No matter I am on land or in water, planing or not, the steering wheel is much easier to turn left than right. It's very obvious when in water and hard to control.
1. I disconnect the link to the outboard, and the wheel is free both on left and right. This means the steering cable and wheel is ok.
2. I tried to pull the outboard by hand and it's easy to pull left than right. I refilled the grease and pushed the old grease out too. It's pretty smooth to rotate but still, right is harder than left.
3. I thought it was because of the shift cables and control cables, but it seems not when I take a close watch.
Please help, thanks.
