Remote throttle control cable

Mercruiser 3.0l alpha 1 gen 2. I was adjusting the cables per the popular video floating around on YouTube by chrisa660. The cable to the lower drive was within the 9/16" spec for play, and barrel at 6" but the cable from the remote control was at 3-1/4" instead of the 3-1/8" specification. It's a quicksilver 3000. Does this mean new cables or new remote control?

Has anything already been replaced,..?
Is this a new to you boat,..??

Boat is new to me. Cousin had removed drive. I believe he replaced a bearing and seal? Got assembled and when he got to the lake he made it ten feet from the dock and engine stayed reved up but boat quit accelerating. I have since replaced the prop and hub, removed some fishing line from the prop shaft, which didn't show any signs of leaking gear oil. I have not had it to the water yet. In the driveway, while switching from neutral(not running) into either gear, shift cutout will move to engage the switch. So I started checking into the cables.

To add to the symptom list was a "ratchet(hand tool)"like sound when acceleration stopped. From the drive I. Which he seemed to think it was up high in the drive.

Ayuh,... That don't sound like a cable issue,....

I'd pull the drive, 'n look around,....

I'd suspect, the coupler the drive's shaft slips into,... there might be debris on the shaft when ya pull it,..
Or,... the gears in the upper unit,... drainin' the oil from it might show signs of ground up metal,....

he also replaced the front engine mount due to rotting. the mount is the same, but where the mount bolts to is new. could the alignment of that mount have cause him to improperly align the drive on reinstall? I am very green with all this and I very much appreciate your input already!
