remove housing from starter pulley

Can I remove the housing from the starter pulley without taking the start pull rope off first. I want to clean groves on top of pulley. they are full of dried up grease and dirt. I really don't want to mess with the spring or rope if possible. THANKS for anyone's help! This is a 1957 Johnson 35hp with electric and pull start.

In a word, No. However, you can clean the grooves a section at a time by pulling the rope out in increments. It won't hurt anything to get the degreaser inside the thing. Heck, I even sometimes souse the whole thing in mineral spirits and pull the rope a few times to un-goo any stickiness. But don't try to get it TOO clean, it is supposed to have some lubricant on the spring and spindle. Same thing with those grooves you are talking about--they are supposed to be greased for the compression relief to work smoothly.
