Removed Lower end now no Reverse Yamaha 40 TLRU

I removed the lower end to fishout the cotter pin I drop in the prop area. When I got to the water I had no reverse. Someone said you have to be in gear when you re-install lower end I tried removing and putting in gear and removing and putting in reverse as well as nuetrula. Any Idea? Could it be in the shifter? Thanks it actually goes forward when I put it in reverse.

put the control box to neutral then turn the lower unit to nuetral. prop should spin freely. if the lower goes into the midsection evenly and you have reverse for forward and forward for reverse you might have to swap shift cable in the control box to the other side. Did you open the control box?
