Whoever told you there was a valve that would not allow you to get the fuel out forgot the word "siphon". If you couldn't get the fuel out, how would the engine get it out. The anti siphon valve prevents fuel from being siphoned in situations where the tank is above the inlet on the engine (which is rare by the way). It also prevents siphoning fuel in your driveway if someone cut the fuel line and tried to siphon into another tank on the ground. Any electric fuel pump intended for external mounting can be used to pump a tank dry.
