Removing fuel injectors from 2003 Mercury 2.5 L EFI outboard

I am trying to remove the fuel rail from 2003 2.5L EFI Mercury. I removed the four bolts and disconnected the wire harness off each injector. After applying some force the rail won't pull away from the reed block. I thought the rail would come right off. Am I missing something or is this normal?

It's usually just stuck "O" rings.
