Removing powerhead evinrude 15 1982

I am doing a upper water tube grommet replacment on a evinrude 15 1982 and have all 6 lower bolts and the 3 bolts in the pan removed. I cannot remove the powerhead. I believe the plastic throttle shaft that goes in the pan is holding it on. How would one go about removing the plastic throttle shaft?? (Not the aluminum tiller shaft) pics will be below.

That shaft holds nothing in. The powerhead and exhaust comes out without the pan you may need to remove the vertical throttle shaft. As long as the 3 bolts are out of the pan that hold the powerhead down to the pan are out it will lift right out. Did you disconnect the shift linkage from the powerhead? Did you remove the recoil?

Yes, i removed both the shift linkage and recoil start. Where should i pry from? Or should i use a rubber mallet and rag to hit the flywheel. I lifted the whole motor by the flywheel and it doesnt come off.

It is probably stuck. I use a rubber hammer on the flywheel to hit it carefully.

Do I have to remove the upper shifter linkage on the pan?? Not on the lower foot?? The one on the external shifter. Been hitting the fly wheel for damn near 30 mins and cannot remove this powerhead.

The shifter is disconnected from the side of the powerhead. Take the shifting cam right off and double check all the bolts are out.

I broke one bolt of f(Of the 6 on the outside) and figured with no head it cant hold anything down. Will update you. Thank you.
