Removing Quantum 1804 Fish and Ski Tilt Tube

I just bought a Quantum (Bayliner) 1804 with a Force 150 on the back. Knew when I bought it I was gonna have to fix the steering since it's extremely tight.

However! I didnt look closely enough and it would seem that I'd have to remove the engine to get the steering cable out (because of the nut on it, wont fit through the cable guide)...unless I remove the tilt tube from the port side (to clean it out).

It looks to me on this particular setup that no weight is on the tube the cable goes through, I'd like to get a second opinion before I pull it off.

I'm 95% sure that old grease is the problem, the stuff I was able to see by pulling the cable 15% off is old, grey, harden liked epoxy. I greased the link and that helped about 20% but it still feels too tight. Without the drag link attached the engine turns easily by hand and the steering feels good (the r/p still works) despit being tight.

Try heating it a little and banging the cable end out.
