Probably a dumb question, but I have several used pedestal bases. Anyone have tips for making these look new??

4 1/2" angle grinder and a 3" "kinked" wire cup brush will spruce them up nicely.

You'll probably want to wear eye protection, gloves, and a dust mask when you do it.

What kind of bases, aluminum, stainless steel, painted?

For aluminum; Jig's suggestion would work, but don't use a steel wire brush or the steel residue could rust. Some heavy grit sand paper 50 grit or lower would also clean up an aluminum base, go with the grain. If the bases have a plastic insert, remove it before cleaning them up or you could mess up the plastic and make it look bad.
