Scratches yes, hole no. It will always look repaired. Not much bonds to them and expands and contracts at the same rate.

I had mine repaired but it was a very small tear. Nothing like yours. You should replace the whole skin.

Any decent body man could repair that and you'd never know it had been damaged. but I don't know how the labor rate in your area compares to the price of a new cover.

Yes....there are plastic epoxies that will work and you can place a small piece of screen behind the hole. Once repaired you really should have a flex additive added to the paint.

I will be willing to bet that if you visit a big car dealership...... that they know someone who does that work..... (not a body shop). When I worked at Chevy and Toyota we had a guy who would come in and do those minor repairs.

You might want to visit a local tech school (HS) and ask the teacher ;)

Your bumper cover is only $100 on ebay.

Repairable? Sure. Worth it? No.
As EZ points out, you can get less expensive covers. And you would still have to remove that one to repair and to partial repaint/re-clear coat it. So why not paint and clear a brand new one and just put it one? Throw that one away, or see if Keystone will give you a couple of bucks for it as a "rebuildable" core.

Yep and that's a heck of a deal for bodywork of any kind. I went that route when I tagged a deer a couple years ago. Maaco painted my bumper cover for me for around $125-150. Chances are your front bumper looks worse than the rest of your car anyway so at least you'll get a bit of an upgrade for your trouble.
