Replace CAM, Throttle control on '85 9.9

I need to replace the CAM, throttle control on my '85 Johnson 9.9 hp. It looks like it simply snaps underneath, into the retainer & link assemble of the flywheel. Does anyone know if the flywheel needs to be removed in order to replace this?

Yes. It is sandwiched between the stator plate and the support ring.
