replace fuel filter insert

I am working on a Volvo Penta 3.0 GS MEFS (year 2000) engine, and attempted to replace the fuel filter insert which is located under the fuel pump. I was able to loosen the screw pushing up against the cup holding the filter, but have not been able to move the strap to gain access to the cup.
Are there any secrets to getting to the cup? It appears that the strap should be pushed up against the fuel pump, and possibly move the strap out of a slot???

The fuel pump on my Mercruiser sounds similar to yours. After the screw was loose, the strap would slip out of its connector and come off completely. Now the cup will come off and the filter (stone-type) can be changed. make sure to use a new gasket, so it doesn't leak. Also, the marine carb on my motor had a small paper filter in the fitting where the fuel line connected to the carb.

in looking at it with a mirror, the strap may have to be pushed vertically up, pushing the strap out of a small channel. I did not want to force it before someone agreed. It may be difficult because black paint may be covering the channel.
the replacement filter that I have, is a stone type. But, even with loosening the bolt (but the strap is still in place), I can not get the cup to move much...

loosen the bolt, push down on the cap and slide the strap to one side or the other, you can leave it in the grooves and just slide it enough to lift the cap off.
