Replace impeller on 1976 65hp merc?

I recently bought a 1976 65 hp merc at auction and dropped it on my boat with no previous knowledge or history of the motor operation or ability to test it prior to installation. All I was told is that it runs good. Well luck have it, it starts, shifts, and runs smooth. Problem is I don't see any water streaming out of it when running with muffs attached. I think it should be coming out just below the engine at the top of the upper unit? So where do I start to address this problem? And what are the procedures. I have been told that it could be as (simple) as replacing the impeller? Please advise.

On the starboard side of the motor, just below the removable cowl, you should see a SMALL outlet port for the water pump. It is called the tell tale. It is VERY common (esp. in the south) for bugs to get in here and plug it up. I removed my lower unit and ran a piece of 14 ga. insulated trailer wire all the way through it to the bottom of the pick up tube. Amazed at how much crap was in there.

It was my first time to drop the lower on an outboard and it was VERY easy. GET A MANUAL. I have the Clymer, and have been satisfied so far, but the Merc is the best one to get. The Clymer is like $30, the Merc is about $60 (of course). The Clymer provides step-by-step instructions for this. I followed them and had NO problems. I am FAIRLY machanically inclined, but certainly no genius mechanically. Personally, I would replace the impeller no matter what if I removed the lower unit. They are CHEAP and easy to install. After running one without or with not enough oil, overheating is the main cause of failure in these motors from what I've read.
