I imagine that dielectric grease has already burned off. I'd use some chain lube or thin coat of oil on the bottom bushing and try it again. Nothing to lose.

It is possible the armature bushings in the upper cap and lower (commutator) cap are slightly oversize with age and use. As you noted, new lube only kept it quiet for a while. I'd try installing a new top cap first and see what happens. Probably around $30. The factory used starters from two different suppliers that year, so make sure you get a cap for the correct one.

A brush kit will be lot's cheaper than a new starter. I can't see worn brushes causing your squeak sound. I also think your problem will be in the upper bushing most likely or secondly the bottom bearing. By the look of carbon you cleaned from it it was due for a service wasn't it.

Also have to say there is a multitude of things that could go wrong on the water. If your that worried about a break down you should never have bought an internal combustion engine. A steam driven paddle wheel would be more reliable but not likely near as much fun. My last no go on the water was caused by a 50cent o ring that cracked and then fell out leaving me stranded. Just saying... anything can happen. Best of luck. Rick.
