Replace Swivel Tube Bushings

I need to replace the swivel tube bushings on a 2002 Mercury 40HP (3cyl). Do I have to remove the entire lower unit to replace the lower bushing? I was told I had to remove power head for the upper bushing - but I was going to try replacing the lower bushing first to see if that fixed the problem before pulling the power head.

This answer isn't clearly addressed in Seloc manual or any post here as I can find.

I had to grease the bushings on an old merc, but never needed to replace them. Do you have a lot of play in the bushing? If not, just grease them.

I would expect you will need to drop gearcase and remove powerhead and exhaust extension. Then lower yoke, to get to steering shaft.
