Replace Transducer Mount - Seal Old Holes

On a new-to-me boat the transducer mount was broke. I ordered a new one and need to replace it. The previous owner used what appears to be silicone on the original mount. I have 4200 and was going to use that. What can I do to clean out the screw holes to ensure that the 4200 adheres well and isn’t hindered by any bits of leftover silicone? I’m guessing the holes are already the correct size and going a size up may not be my first option.

Also, I’m going to reroute the wire for the transducer. I don’t like that they ran the wire next to the swim ladder on the swim platform. I was thinking about a rubber plug with some 4200 to fill the hole once I remove the wire holder and screw? A screw sticking up where your feet land once you get off the ladder might not be best.

I use that method as well but also use a penetrating epoxy first. It’s water thin and seals the wood really well. I wait for it to cure before filling the hole with thickened epoxy.
