replace zinc bolt heads

these bolt heads are on the bottom of mercruiser gimbal housing. I wonder if these threads are the other end of bolts coming from inside boat . If so could they be double nutted and tightened from the outside of boat.

Yes they are the thru bolts. The nuts are nylock nuts and probably rusty. They do not come loose, even under very severe use or vibration.<br />What may be happening if the bolt is loose, is the transom is soft and causing the bolt to be loose.<br />This is not a good sign, and may indicate dry rot in the transom. Not uncommon on older boats, especially in fresh water.<br />Tap around lightly with a very small hammer on the transom. Good solid wood underneath the glass will be a sharp "tap" dry rot will be a dull "thud" sound. If in doubt, have it checked by a pro. My transom is only 8 months old, in a 70's boat, so trust me, I know the feeling.

If you are referring to threaded ,one on each side at the base where the lift cylinders attach,these are for zinc acorns to screw on and protect the transom plate. Charlie
