in the process of replacing the head gasket on a 1973 9.5 Johnson. is it correct that the head bolts should only be torqued to 10 pounds?

That is correct, in foot-pounds. But it is advisable to use an inch-pound torque wrench for better accuracy. 96-120 inch pounds.
