I have a Shorelander with a dead inline actuator with the 4 bolt patern, can I replace it with a regular actuator (titan 60) with the 2 bolt pattern or do I need to get another inline?

I don't now the difference of what you are describing but I rebuilt my Model 60 and it was no big deal at all. I am guessing that the right thing to do would be replace what is failed on yours. Is it just the MC that needs replacement? Pics may help.

I'm going from drums ( all out of order) to disk (kodiak), and replacing the all system and looking to use this actuator

I think as long as the actuator mounts properly on the frame, is correct for the type of brakes you have and the brake line plumbing will allow, you can use whatever you like. I am no expert however on trailer brakes.
