replacing tell tale elbow

I have 100 HP Merc1000, 1965 model,

I'm tryinmg to replace the plastic tell tale elbow ( on the exhaust cover. I have the cowl bottom loose but I can't get my hands in there to install it. What is the best way to install the elbow or to remove the cowl bottom ? Di I have to remove the power head ?

You have to remove the powerhead or drill a hol in the lower cowl, some models have another hole with a slotted plug in you may remove and get water for the telltale from thats usally the easiest way
