Yeah, since they Nailed the deck down and didn't Pre-drill and screw the deck down with coated screws this is what happens. Water WILL find any and ALL unsealed cracks and crevices no matter how small. So every single nail hole was a source for water to leach down into the deck and stringers and start the rot process. It had NOTHING to do with them NOT glassing all the way to the top. If they would have sealed the deck properly there would have been no way for water to have reached the un-sealed stringer tops!!!
Make sure you learn from this and ALWAYS predrill all holes and then coat all your screws with resin before driving them home. And then always be vigilant with your care and maintenance on your boat.
