request for Mercury 2-stroke Outborder build in Belgium serial Nr 09866291

I'm searching for information especially:
Anyone know what year it is? And how much hp it has?
which is the correct mix (gasoline / oil)?

Background: My information (from a private seller) that the machine was build in 1995 or 1996
the power is 10 or 15 HP; (The lettering on the engine cover is damaged)
correct mix 1: 50 or 1: 80 or 1: 100 ???

Another thing that is for sure regarding the year.....It is a 1995 as all the serial number for each engine size listed falls within the 95 range.
For the actual HP, some members might know by a visual of your engine or if you can locate any numbers on the carburetors, they might help ID the engine size too.
