requiring choke to idle

recently purchased an older pontoon with a 1989 Johnson 60hp. Probably set up about 2 years.

Done so far:
new gas tank, new gas, new fuel filter, new plugs. Carburetors were rebuilt by professional marine mechanic and supposedly tested to make sure motor was running.

After the mechanic work; I cranked it today. Ran smooth idle for a couple of minutes; then started running rough. It will continue to idle if I keep pushing in and releasing the choke. Seems like it may run better with throttle but the engine died occasionally when I put it gear.....but not every time.

Thoughts and suggestions are appreciated.

Is the gas tank vented ???
Is the fuel pump functioning correctly ?? will it keep running if you squeeze the bulb ??
May not be any of this but it is somewhere to start with. I suspect though that the carb's are not completely clear.
