Restart sleeping Johnson 200hp

We have a 1979 200hp tx that was said to be rebuilt and put to rest more than 6 years ago. So we dropped the lower unit to rebuild the water pump and replace the fluid. When we opened the screw water pored out. When we refilled it and put pressure tester on it it the seals leaked. Next we got a seal kit and tried to pull the driveshaft housing to replace the seals but after removing the 4 bolts from the drive shaft housing its frozen. Tapped it with ball pen hammer, soaked it with penitrating oil for days/weeks, no luck.

Please advise.

Also is it possible to evaluate the powerheads internal condition while the lower unit is detached/inoperative.

Yes, you can check spark and compression without having a water source, if you want to start it, you can connect a water hose to the water tube, for a water source. just do not bend the water tube. just open the faucet about 1/4 of the way, as house pressure is usually 30 psi or more.
