Restictor plate question?

I've been told that there are certain year Merc outboards that have resrictor plates/screws that limit performance. Again, I've been told/read that these screws/plates can be removed and it will not effect the motor since these motors were actually designed and built for the higher HP ratings.

Can anyone help me locate what years and/or models this applies to. I am currently looking for a used motor for a jon I just bought and this would be very helpful in knowing.

Also, did any other manufacturer use this same technique?

I would think that motor manufacturers would only use restrictor plates to achive HP ratings that are required on lakes, by law. 10HP seems to be the magic number, so I would look for Mercs of 9.8HP and see if they have restrictor plates listed as a component. Try the crowleymarin.com web site for their exploded parts diaghrams.
