The large dark blue stripe below the rub rail on my old Bayliner is very faded and has several deep scratches ( to below the blue ) What is my best option to repair this and get the shine back ? It is above the water line so would some spot putty and paint work to freshen it up ?

That stripe is painted on the boat. You may find a spray paint that matches very well if you look long enough. Just mask off the boat with newpaper and masking tape and clean the strip with wax remover, and give it a light sanding and you are good to paint.

You say it's an old bayliner, be careful the part you patch and paint might stand out worse than the original scratch. even if you get a good color match the new paint will shine where the original finish wont if it is oxidized.
