Do a search for that year and engine type. I know Rodbolt will be telling you stuff like the motor has to be running in order for the signals to tell the fill pump to turn on and off. Sounds to me like maybe there is a broken wire someplace or a partly broken wire. Replacing the gauges with teleflex gauges won't matter as far as the tank sensor is concerned. If trim gauge doesn't work, try to troubleshoot that first and see if the needle will move by grounding it out. I don't remember exactly how to do it but there is a way. Just like you can ground out a fuel gauge or volt gauge to see if the needle moves. The trim sensor can be bad as well I bet but if the pump works partly I'd avoid looking there first. Maybe you can start with the wires coming out of that tank sensor and go from there?

If you plan on keeping this motor a while invest in the Seloc manual for it. Mine has saved me countless hours of trolling the internet for solutions and makes the answers I do need a lot easier to understand.

again, I dont think teleflex ever made a trim guage for the 3 wire yamaha sender on the 1990-1995 v6 yamahas. best I recall the 5 volt reference came from the digital guage.
on the 1990-1995 2.6L motors the engine DOES not have to be running, the 3.1 L motors it does.
1990-1995 2.6L motors the trim sender must work as designed with the correct hardware or no auto transfer, the 3.1L motors did not use the trim sender and used a pulser coil signal.
1996 and up v6 2 stroke all used the same controls system as the early 3.1L motors.
