Rookie engine starting questions

I'll be attempting to start-up a 1985 Johnson 9.9 HP , as soon as I get the fuel tank and line. I'm also waiting for a re-print of the owners manual to arrive any day now. I don't know when the last time this engine was started, well over a year at the least. Is there anything I should check before I even attempt to run it. It's out of the water currently, so should I submerse the lower unit in a garbage can full of water?

When I bought my old 1972 motor, the first thing I did whether they looked like they needed it or not was replace all fuel lines. I wanted to make sure that these were new and no debris or broken down rubber material gets to the carb(s).
