rope will not pull old 18 hp 1968

i can not get rope to budge 18hp pull start .
also can not get top off motor was hidden away for yrs .
in basement is it scrap . take care marlboro_twp

put it in gear, and try to turn prop. to take hood off under the cowl on the rear of the engine is a handle you pull down. that the plugs out, put some oil in clyinders and let it sit for a while, then try to turn the engine.

Sounds seized soild. Take the spark plugs out and pour a little diesel fuel in the cylinders if it is seized. Do NOT run it with the diesel fuel. The diesel is just to get the piston unfrozen from the cylinder. So just put some diesel fuel in put the plugs back in and let it sit for about a day or 2 then take the plugs back out and try to spin the fly wheel. If you still cant spin do it all over again. If the fly wheel spins empty the diesel fuel out and put the plugs back in and move on to the next problem.

Sit the engine with the pistons up and don't be in a hurry to try and turn it. An added caution. Do not under any circumstances use a wrench in an attempt to turn the flywheel. Rock it gently by hand with the plugs out. If you get slight movement, rock it only within those limits. Add more diesel fuel if that's what you have, and leave it sit (pistons facing up). Leave it sit several days. Keep repeating the process and eventually it will begin to turn more freely and then free up entirely. Pour out the diesel, insert some engine oil and rotate the engine by hand. Install new plugs, fresh fuel, some Seafoam and fire it up. If it runs, install a new wate pump impeller to be on the safe side. If it has a thermostat, change that as well.

If it was stored plugs in, it's probably lightly stuck. If it was stored without plugs in a damp environment it's probably stuck tight...in which case its a parts horse or a boat anchor.

Hmmm -- I didn't see pistons up, no turning with a wrench, partial rotation (both of which prevents broken rings or ring lands), lubricating with engine oil after being freed, and new water pump and thermostat if it runs. I should also added do a decarb when done. Otherwise -- what you said.
