I have searched this site and found some things that pertain to my problem but not exactly so I want to post my problem and see what you think.

I have a 1990 Evinrude 60HP, model #TE60TLESM, S/N: G02549985. It had been running fine up until about three weeks ago. It has always been hard to start and idle seems to be a little rough. I had a friend of mine who is a mechanic look at it. He said the top cylinder seems to have excessive fuel coming out of it. If you cover it with your hand, it sounds like it runs better whereas the other two tend to kill the motor when covered. It will troll fine but when you power it up, it runs for about two minutes and then either dies or it starts to drop in speed and power until it dies. We have replaced the fuel filter and checked the fuel bulb. It doesn't go flat and it appears to be getting fuel although I don't know for sure. I do have a VRO and it is as old as the motor. It is drawing oil as the level is going down. It is a bear to start sometimes but it always starts. I am not a mechanic but have someone that can help me. I just don't know how to test things. I am in the process of getting a repair manual but any help would be greatly appreciated. One other thing. When the key is turned on, the VRO does not sound an alarm, but if disconnected from the temperature guage and shorted, it will sound an alarm. Thank you.
