Rough Idle on startup and run on after ignition off

I installed a new 3.0L engine in my searay182 It is a carburated engine. When I start the motor I need to keep the idle up above 800 RPM to prevent stall. Once it warms up to 170 degrees I can throttle back to 650 RPM and it will idle smoothly in gear. The second issue is run when the ignition is turned off. Are both of the issues related? is timing and or fuel mixture?

Both are telling me that your carb needs overhauled, most likely aand maybe timing is not set correctly. The choke also needs adjusting.

The run on is from a to rich fuel mixture in most cases and a rebuild will fix this.
