Rough idle

good compression,carbs clean, new plugs,new power pack, runs good but at idle, idle is set at 800 rpm while in water, acts like its flooding this must have been a problem for a some time when i got the boat there were about 25 used plugs in it, starting to think it might not have the right idle jets in it or is this just the nature of a 1977 johnson 115

Idle 800- do you mean it idles 800 with no load, or idle in gear at 800? that seems a bit low if in N.

What do the plugs look like? fouled? burned? they are probably going to tell a lot about what's going on here.

800 in gear plugs are new, if you pull them after idle they are wet and looks like they are trying to foul

Did you pop the welch plugs out of the carbs and clean out the idle circuit jets under neath the plugs? If they are not clean it will not idle correctly.

are you talking about the screw plugs on the outside of each side of carb with the idle jets under them

the welch plugs are the things on the carbs that look like freeze plugs.
speaking of the idle mixture screws, have you tried adjusting them? if they do not make a difference, i would be thinking that your float level is not right.

there are no adjustment fixed jets this is a 1977 115 thate why im wondering if it has the wrong jets
