rpm`s won`t drop when shifting

This a 1997 mercruiser 350ci alpha. when i shift into gear she stays at idle rpm (650rpm) and klunks in. When I shift back to netural it drops 300 or 400 rpm then back to normal idle. Shouldn`t this be the other way around??? How do I fix this. Is this called shift interupter??? Thanks Fred
