Can I use RTV sealant along with the gaskets where my risers connect to the exhaust manifolds? I want to ensure that water dosent leak back into the engine.

Permatex Aviation Sealant would be a better choice than Sillycone

It is a Mercruiser V6 4.3L It said no sealer is required if I use THOSE gaskets.

Is that Permatex Aviation sealant heat resistant?

I've never used any sealant on any riser gasket. Be sure the surfaces are clean and flat, and you should be trouble free. If you're not sure about the flatness, pull the studs and use a fine file pulled flat across the whole gasket surface to find the high spots. You can draw file it till the burs stop fetching up on the file and you're good to go.
