rub rail repair?

late last year i noticed dampness in the front left interior. the boat was stored underground all winter and i brought it home last night. we got a pretty hard rain so i went out this morning to look for signs. that area is still dry but i noticed the rub rail is banged up right in that area. its a 1986 sundancer 250 and that piece of rail runs the whole way around the front and back about 6' on each side. a pretty big piece to replace. ideally i would like to replace this piece but would it be ok to use 3M 4000 or 4200 on the top edge of the rub rail to fix this? i also noticed a little dampness on the headliner under the horn and around the front hatch. definitely going to seal these up but:

how do i remove the hatch to seal this properly? 3M 4000 or 4200 to seal it?

Although my boat wasn't stored underground, I had some dampness in the forward portion of the cabin in my 25 ft Wellcraft express cruiser. Rainwater was getting in where the rub rail on that side was damaged. I sealed it up with some silicone caulk til I can replace the rub rail and seal it properly. Life gets in the way, and it's been that way for a year - holding pretty well. Certainly not ideal, or a permanent fix, but keeping things dry in the meantime.

boatman37, if you could post a picture or three so we can see what you're dealing with, that would help us offer the best suggestions and ideas. JMHO!

here is a quick pic. not bad and no noticeable gap at the top. it might not even be where it is coming from as i noticed today that the horn mount is leaking so it may be running down rub rail.JPG
