Ruff idle 50 hp

I have a 73 50 hp Johnson and have be trying to track down its ruff ilde. I have changed the ignition switch,coil packs, and rebiult the carbs a couple times and can not figue out why it runs so ruff at ilde but it runs good at wide open throttle but after doing some test and adjusting noticed some with milky looking stuff coming out the carbs after I shut the motor off. My assumption is head gasket, but it has good compression. So what are your guyes thoughts.
