running dead rich,help

I own a 2000 130 johnson,last season it ran fine,but after winter storage Ive had problems.Its running so rich its hard to start and actually starts to miss and bog at hiher rpm.The plugs are super wet and jet black.Im getting this black sludge out through the prop,I mean a lot!Where do i look first carbs or maybee vro unit,is it possible vro can produce to much fuel pressure. <br /> thanks anyone

I would look at the carbs. Possible stuck float or needle/seat problem.
