It's still an alkyd enamel, just like regular Rustoleum (which isn't a bad thing, Interlux's "Premium Yacht Paint" is also an alkyd enamel).
Lots of people have used Rustoleum, some have had good results, some bad. I've heard that it's not as glossy as the 1 and 2 stage polyurethanes, but unlike the poly's, it can be wet sanded & buffed and look pretty slick (I've done this w/ motorcycle tanks).
I've been doing lots of reading, and Rustoleum would be my second choice now for my jet ski (original paint was DuPont Imron - 2 stage poly). I will be using Benjamin Moore's M22 Industrial Urethane Enamel, a single stage polyurethane similar to Interlux's Brightsides. I've read lots of others have used it and have had good results. It contains more poly than Interlux's Brightside (via MSDS sheets), and it's fully tintable at any Benjamin Moore store. Best of all, it's around $30 a gallon. I'll post my results in a few weeks (haven't started yet).
