I had to do similar to the top pivot point on the tilt ram, and the bottom of the tilt assembly on a 1986 225 (my bottom tilt ram had a pivot that went through to each side of the enigne bracket , rather than just as wide as the tilt assembly). Drilling was the only way to get the two pieces out, started with smaller bits worked my way up to 1" bits. Drill a little then try pounding in the same direction with socket extension (that you don't care about). Be sure to get the engine and drill level, and be sure to drill in the perfect center. About half way through each pivot bar was enough to get the thing to move with pounding. I also bought a Drill Doctor (the large one) cuz the bits would get dull quick....if you produce heat you are not cutting, and would be time to grind down the drill bit...I feel for you!! Once you get it out...be sure to lube up the new one with anti-sieze and re-do it at least once a year. I do ..and so far so good.
I have to do the same thing on my tilt tube, but being a tube there is nothiing to drill out...and pounding it may mushroom the end...so due dilligence is in order.
