Judging by the size of his rear bumper (not the one on the truck) I'd say that on approach he dropped his doughnut in the floorboard, bent to pick it up and got his left man boob caught in the steering wheel.

Ive seen it a million times.

From reading another forum, my understanding is that they backed in correctly, but too deep, and maybe still had the boat strapped down. The floating boat, still attached to the trailer, lifted the truck's rear axle, making the parking brake useless, and the whole rig then went down into the water. At that point, the wind brought the boat and trailer around to the ramp, and it was easier to pull out that way.

But I like the donut story better.

ok, that makes sense, I bet the whole thing was out there a lot farther, and they were in the process of pulling this in, when the picture was snapped

or he was hanging out at the ramp facing it, got out and left it in gear/neutral and it rolled in.
Beautiful restored blue-hull whaler he has there, with the original console. At least it wasn't hurt!

maybe he was just crossing the river, pulling the truck behind the boat.

the ferry line was too long.

Nah...he was launching the truck with his boat like some people use the front bumper hitch to launch and retrieve.

That is EXACTLY what happen when you forgot to put the plug on the truck ;)

(Now you know why kids are putting potatoes on exhaust: it's to keep truck afloat)

monster trucks float.
There is so much air in the tires, it is like they are a pontoon boat.

Just put a motor on the tail gate and you have a pontoon boat.
