Seal holder removal on Honda BF25 lower unit

I am trying to figure out how to remove the seal holder and 5mm water seal on a honda BF25 lower unit. This is the seal that keeps lower unit oil from going around the shift rod and mixing with outside water. It is stuck in place and the shop manual gives no guidance. Any suggestions?

We finally did get it out. Once removed we found that is should just slide in and out but had become stuck in place due to corrosion. Getting it out was a major chore and took close to 3 hours. It involved drilling out the plug and pulling on the shift linkage with extreme force, in fact hammering on a washer attached to the shift linkage to remove the plug. We pretty much destroyed all the parts in the process but the main lower unit was OK. If I were to do this again I would start with cutting off the linkage and throwing the cut piece into the lower unit. With the linkage removed I would use ever increasing drill bit sizes to drill out the plug until it was gone or weakened. Maybe leave a little bit so you can have a piece to pull up on. Good luck!
