ABYC Standards require double clamps only on fuel fill hose connections and exhaust hose connections. Quite often putting on a second clamp will actually pull the hose off the fitting if that clamp is not over the nipple either because the nipple is too short to support the second clamp or the installer was not paying attention. What appears to be "glue" (to the OP) around the end of the hose may actually be the hose itself turning to jelly. I've seen that more than once.
