sears 15hp problems

hey guys i have a sears 15hp outboard

just got it on a boat i bought dont know anything about it
tried to start it after putting in new fuel and doesnt look like im getting any spark
any ideas and any info bout the motor or things to look out for would be app.

also does the spark plug marked #1 go on top or bottom
