I use a lockable wire cable that I run through the transom bracket clamps and then around to the boat handles at the rear of my tin boat. I lock it with a padlock. I then lock my boat on shore with a chain and padlock.
Obviously, as said above, a $15 pair of chain snippers and my boat is gone in 20 seconds but it at least removes the opportunist thief who may not carry a pair of those in their pockets at the time. This also serves to ensure that if my motor happens to pop off my transom while enroute, it doesn't end up dropping to the bottom of the lake. I also have the oldest motor and most dented boat on the lake, which I think helps in my quest for retaining the vessel.
I have also seen people put a larger padlock through the holes on both of their transom clamps. The idea here is it prevents a thief from unwinding them and since they are most likely tight on the transom, the motor is secure to the boat.
