I would use Mercury high Performance synthetic gear lube or even Amsoil syn marine gear lube. Bond-o would use Mobil 1 synthetic gear lube, truth be known, use any good synthetic gear lubricant.
So far, I have noticed that Mercury and Amsoil actually "claim" their marine lubricant will still work with 10% water contamination .................and truth be known again........they all probably still work with 10% water contamination.....
I do not know about the cone clutch Cobra. The OMC service manual was very specific about filling dog clutch Cobras from the fill port.....some people have advocated filling them from the bottom until oil comes out the "FILL" port and then continuing filling from the fill port..........Enough people have done it to probably verify that it works.....(I would still do it like OMC said to do it.)
If you have the OEM OMC service manual for your model drive, fill it like it indicates. Don't believe what Clymer or Seloc says. If they're wrong, you get to buy another drive.
Make absolutely sure that you get the right amount of oil in the drive. run it a little and let it rest for the bubbles to rise to the top and top it off.

fill per the OMC factory (don't fill from the bottom, correct?) manual prior to installing engine.
